Lexington, June 4, 2025 — Appalachian Regional Healthcare (ARH) President and CEO Hollie Harris has been appointed to serve on the Commonwealth of Kentucky’s newly established Medicaid Oversight and Advisory Board (MOAB). The board has been created by the Kentucky General Assembly to strengthen accountability, improve transparency, and ensure long-term sustainability within the state’s Medicaid program.
Harris, who leads the largest healthcare system in southeastern Kentucky, will serve as one of two non-legislative appointments representing healthcare providers on the board. MOAB is tasked with evaluating expenditures, contracts, service delivery, and key reforms across the Medicaid system—including managed care performance, behavioral health access, and pharmacy cost efficiency. The board will also advise on policy changes and monitor federal developments that may impact Medicaid coverage and funding in Kentucky.
In her role as ARH CEO, Harris oversees a not-for-profit health system that provides care to some of the region’s most underserved populations. ARH is the largest provider of care to Medicaid patients in southeastern Kentucky and plays a critical role in ensuring access to essential services in rural communities.
“Medicaid is the backbone of rural healthcare, especially in communities like the ones we serve at ARH,” said Harris. “It not only supports patients — it sustains hospitals, clinics, and local economies. I’m honored to serve on this board and bring the perspective of rural providers to the table as we work together to strengthen this program for the people who need it most.”
The Medicaid Oversight and Advisory Board consists of 10 voting legislative members and 13 non-voting members, including state officials, healthcare leaders, and policy experts. Harris was appointed by Senate President Robert Stivers. The board is expected to meet regularly to monitor program performance and help guide strategic Medicaid decisions for the state.
